What are they doing?

Essentially the ACTA intends to stop internet piracy, copyright infringement and whatnot. However, it also forces ISPs to monitor the internet usage of their customers, and gives them the authority to, without warning/trial/chance of repeal, cut off a customer if they so much as suspect wrongdoing on their part.
I feel it's a step towards a nightmarish 1984-esque censored internet, which spits in the face of the very ideals of the internet itself.
